How Do You Replace a Lost Car Title in Illinois?

File form VSD 190 with a 50 dollar fee, but only if the original title is lost, stolen, or mutilated, and only after the waiting periods run. A title with wrong information on an intact document needs a corrected title, not a duplicate.

The Illinois rule in one table

| Form | Application for Vehicle Transaction(s), VSD 190 | | Fee | 50 dollars for a duplicate or corrected title. Original title 165 dollars | | Condition | Original title must be lost, stolen, or mutilated | | Required details | Exact vehicle identification number and last license plate number | | Waiting period, statute | No duplicate within 15 days after the original title was issued, under 625 ILCS 5/3-111(b) | | Waiting period, agency | The Secretary of State page also states a 30-day limb for a previous duplicate | | Issuance | About 3 to 4 weeks once received. Titles are mailed, with no Springfield pickup |

What makes Illinois different

Illinois is the duplicate versus corrected boundary state. The two titles cost the same 50 dollars, which makes the boundary easy to miss: a duplicate replaces a title that is lost, stolen, or mutilated, while a corrected title fixes wrong information on a title you still hold intact. Filing the wrong one wastes the application.

The second Illinois difference is the waiting periods, and the two limbs have different citations. The 15-day rule, no duplicate within 15 days after the original title was issued, comes from the statute, 625 ILCS 5/3-111(b). The 30-day limb for a previous duplicate appears on the Secretary of State duplicate titles page, not in that statute section. Cite the statute for the 15-day rule and the agency page for the 30-day rule, and do not merge them into one waiting period. A duplicate title for an all-terrain vehicle or off-highway motorcycle costs 30 dollars, not 50.

The process, step by step

  1. Confirm the original title is lost, stolen, or mutilated. If it is intact but wrong, apply for a corrected title instead.
  2. Complete form VSD 190 with the exact vehicle identification number, the last license plate number, and the 50 dollar fee, stating the reason for the duplicate.
  3. Wait out the 15-day statute period after the original title issuance, and the 30-day agency limb after a previous duplicate, where they apply.
  4. Allow about 3 to 4 weeks for the mailed title. Illinois law requires the certificate of title to be mailed.
