Illinois New Resident Guide

How Do You Title and Register a Vehicle as an Illinois New Resident?

New residents have 30 days after establishing residence to apply for an Illinois title and registration, provided the vehicle is properly registered elsewhere. The standard total is 316 dollars, and the tax form depends on how and when the vehicle was purchased.

The Illinois rule in one table

| Title and registration clock | 30 days after establishing residence, if properly registered elsewhere, under 625 ILCS 5/3-801(a) | | Standard total | 316 dollars: 165 dollars title plus 151 dollars registration and plates | | Application | Secretary of State facility visit, form VSD-190 | | Tax, individual purchase | Bill of sale plus form RUT-50, if recently purchased and not yet titled or registered | | Tax, out-of-state dealer purchase | Bill of sale plus form RUT-25, if recently purchased and not yet titled or registered | | Tax, owned 3 months or more elsewhere | Tax-exempt, but the RUT form showing exempt status is still required | | Insurance | Illinois has a mandatory insurance law for anyone driving in the state |

What makes Illinois different

Illinois is the two clocks, two guides state for new residents, and this guide covers only the title and registration clock. The 30-day clock runs from establishing residence, provided the vehicle is properly registered in another jurisdiction, under 625 ILCS 5/3-801(a), and you must apply by the expiry of that grace period. The 90-day license clock runs on driving on your out-of-state license and is covered in the companion guide, New Resident Driver's License in Illinois. The two clocks must never be merged into one deadline.

The second Illinois difference is the document list, which is longer than a standard title transfer because the state must establish the vehicle, the lien, and the tax position in one application. The standard application needs form VSD-190, the owner name and Illinois address, the odometer reading, the vehicle description including year, make, model, vehicle identification number, body type, purchase date, and new or used status, lienholders in priority order, original signatures, the out-of-state title, and the applicable fees and taxes. Where the out-of-state title is held by an out-of-state lienholder, substitute a copy of the title, a Certificate of Origin, an out-of-state registration, or a bill of sale, plus a copy of the loan agreement. Leased vehicles add the lease purchase agreement, an out-of-state registration verifying registration elsewhere, the out-of-state title, the Manufacturer Certificate of Origin, and a bill of sale identifying the vehicle and the lessor name and address. The standard total is 316 dollars, 165 dollars title plus 151 dollars registration and plates. Illinois has a mandatory insurance law for anyone driving in the state, so insurance is part of the new resident package, not an afterthought.

The process, step by step

  1. Confirm the vehicle is properly registered in another jurisdiction, which is the condition for the 30-day grace period.
  2. Gather form VSD-190, the owner name and Illinois address, the odometer reading, the full vehicle description, lienholders in priority order, original signatures, and the out-of-state title or the lienholder substitute documents.
  3. For a leased vehicle, add the lease purchase agreement, the out-of-state registration, the out-of-state title, the Manufacturer Certificate of Origin, and a bill of sale identifying the vehicle and the lessor.
  4. Bring the bill of sale and form RUT-50 for an individual purchase or RUT-25 for an out-of-state dealer purchase, if recently purchased and not yet titled or registered, or the RUT form showing exempt status for a vehicle titled and registered elsewhere for 3 months or more.
  5. Apply at a Secretary of State facility with the 316 dollar standard total and proof of insurance.
