How Do You Get a Clear Title After Paying Off a Car Loan?
Paying off the loan is step one. The lienholder must release the lien and the state must issue a title without it. Paper titles, electronic titles, county offices, and one Albany address: five states, five mechanics, each from the official pages.
Paying off the loan does not by itself clear the title. The lienholder must release the lien, and the state must issue a title without the lien listed. The mechanics differ by state: paper titles, electronic titles, county offices, and one Albany mailing address. This guide covers five states from their official pages.
California
DMV handbook section 11.090: the lienholder signs line 2 of the Certificate of Title for a change of lienholder; when REG 166 is used, write 'L/S att' on line 2. If the vehicle is two model years old or newer, the California Certificate of Title is the ONLY document that can release the lien. The registered owner's signature is not required for that change. A transfer fee and any other fees due apply (amounts not stated on opened pages). REG 166 (Rev. 12/2016): must be notarized unless submitted by an insurance company to obtain a Salvage Certificate (Vehicle Code section 5752); 'cannot be used for a vehicle with paperless title or a vehicle that is two model years or newer'; certifies the lien is fully satisfied and not assigned; requires plate/CF, make, year model, VIN, registered-owner name as on title/registration/contract, lienholder name/address, and authorized-agent signature/printed name/title/date/phone.
The paper-versus-electronic distinction matters most for newer vehicles: if the vehicle is two model years old or newer, the California Certificate of Title is the only document that can release the lien, and Form REG 166 cannot be used for a vehicle with a paperless title or one that is two model years or newer. Forms: REG 166 (Lien Satisfied / Title Holder Release). Fees: Transfer fee and any other fees due , amounts not stated on the opened pages.. Timeline: No lienholder release deadline is stated on the opened CA pages.. Not carried: ELT electronic-release mechanics were seen only in a secondary VIN-memo snippet , secondary_notes only, not carried.; No lienholder release deadline grounded from opened CA pages..
Texas
TxDMV add/remove-lien page: add or remove a lien via the local county tax office. After payoff, the lienholder has 10 days after receipt of payment to release the lien. Paper title: the lienholder mails the title to the owner. Electronic title: the record is maintained electronically by TxDMV and the lienholder notifies the owner the lien was removed. Paper-title removal requires: the vehicle title, a release-of-lien letter and/or other notifications from the lienholder(s) named on the title, and a completed Form 130-U. Electronic: the lienholder coordinates with TxDMV; no owner action required. On electronic release, the e-Title is automatically converted to a paper title and mailed to the recorded owner or third party. TxDMV ELT program page: under ELT, when a lien has been satisfied the lender must submit an electronic release of lien; the lienholder is then removed from the record, receives an electronic notification, and a paper title is sent to the owner. ELT participation is not mandatory. For a dealer trade-in with an e-Title, the lienholder has 10 business days after receipt of payment to release the lien; TxDMV removes the lien and mails the paper title to the dealer.
The timeline has two wordings on the two pages read: 10 days after receipt of payment in general, and 10 business days after receipt of payment in the dealer trade-in electronic-title context. Both are stated as written; this guide does not merge them into one rule. Forms: Form 130-U, VTR-266 (Prescribed Form for Release of Lien , existence confirmed on the TxDMV forms index; form text not opened). Fees: Title fee $28 or $33 depending on county, paid at time of application; contact the county tax office for the exact cost.. Timeline: Lienholder has 10 days after receipt of payment to release the lien (general rule on the add/remove-lien page); 10 business days in the dealer trade-in e-Title context (ELT page).. Conflict noted: Timeline wording differs by context on the two opened pages: '10 days after receipt of payment' (general) vs '10 business days after receipt of payment' (dealer trade-in e-Title). Both are stated as written; do not merge them into one rule. Not carried: VTR-266 form text was NOT opened; only its existence/name is confirmed via the TxDMV forms index (https://www.txdmv.gov/forms)..
Florida
FLHSMV ELT page (opened): lien notifications and satisfactions are transmitted electronically between FLHSMV and the lienholder; no paper title exists for an e-title. When an electronic lien is satisfied, a lien satisfaction is sent electronically to FLHSMV; the title remains electronic until a paper title is requested. Paper conversion: $2.50 via the MyDMV Portal; $10.00 for an immediate paper title at a tax-collector office offering same-day printing. All businesses financing vehicles titled in Florida must be electronically connected or risk rejection of lien-recording requests; mandatory ELT participation effective 2013-01-01. The FLHSMV forms index (opened) confirms Form HSMV 82260 'Lien Satisfaction' exists; its contents were not opened.
Florida's lien satisfaction runs through the mandatory electronic lien and title system: satisfactions are transmitted electronically between the department and the lienholder, and the title stays electronic until a paper title is requested. The 10-day lienholder deadline and the paper-title satisfaction procedure that unofficial guides describe were not grounded from opened official pages and are not stated here. Forms: HSMV 82260 (Lien Satisfaction , existence confirmed on the FLHSMV forms index; form text not opened). Fees: Paper-title conversion $2.50 via MyDMV Portal; $10.00 for immediate paper title at a tax-collector office offering same-day printing. No lien-release fee is stated on the opened pages.. Timeline: No lienholder deadline (e.g. 10 days) and no lien-release form/letter procedure is stated on the opened ELT page. The 10-day rule is secondary-only and is NOT grounded , see unverified.. Conflict noted: Single-source grounding: only the ELT page was opened for FL lien-satisfaction mechanics; the forms index confirms the HSMV 82260 form name only. The paper-title lien-satisfaction procedure and any lienholder deadline are NOT grounded from opened official pages and are BLOCKED. Not carried: Secondary-only claims NOT carried: TL-33 procedure and Fla. Stat. section 319.24 '10 days'/'10 working days' lien-satisfaction deadline; alternate removal via certified letter + 20-day wait; out-of-state lien-satisfaction originals-on-letterhead rule; HSMV 82260 form contents.; No second opened official FL page covering paper-title lien satisfaction was obtained..
New York
NY DMV add/remove-lienholder page (opened): to remove a lien and get a lien-free title, mail (no DMV-office visit needed): original proof the lien is satisfied (photocopies NOT accepted), the original current title certificate (photocopies not accepted), and a check/money order for $20.00 payable to 'Commissioner of Motor Vehicles,' to Lien Release, NYS DMV Title Services, 6 Empire State Plaza, Albany, NY 12228-0331. DMV mails the lien-free title in 60 to 90 days; a DMV office cannot hand over the title certificate. Acceptable proofs: Notice of Recorded Lien MV-901 signed by an authorized lienholder officer indicating satisfaction; OR a letter on the loan company's official letterhead, signed by an authorized officer, identifying the vehicle and indicating satisfaction; if the lienholder is a person rather than a loan company, the letter must be notarized. Selling with a lien listed: no need to remove first , give the buyer the original title + original lien release; DMV removes the lien when processing the new owner's title; without original proof, the lienholder is listed on the new owner's title. Lost title + lien removal: send MV-902 + original proof + $20.00, by mail or in person. ELT: a lienholder with an ELT account can file the removal electronically, but a new title is NOT sent automatically , the owner must still send title/proof/fee or apply for a duplicate.
New York is the only state in this set where the owner mails the originals to a single Albany address and waits 60 to 90 days for the lien-free title. A DMV office cannot hand over the title certificate. If you are selling with a lien still listed, there is no need to remove it first: give the buyer the original title plus the original lien release, and the DMV removes the lien when processing the new owner's title. Forms: MV-901 (Notice of Recorded Lien), MV-902. Fees: $20.00 check/money order payable to 'Commissioner of Motor Vehicles.'. Timeline: DMV mails the lien-free title in 60 to 90 days. No lienholder-side release deadline is stated on the opened page.. Not carried: Second source NOT opened: the ELT-1 manual (https://dmv.ny.gov/forms/elt1.pdf) appeared in search results but was not opened; ELT mechanics beyond the summary on the opened page are unverified.; No lienholder-side release deadline grounded from opened NY pages..
Colorado
Paper title held by lienholder: lienholder sends title plus letter and/or stamp that lien is satisfied; owner takes documents to county motor vehicle office for a clean title, title fee $7.20. ELT (electronic) title: once lienholder notifies the state the lien is satisfied, it is released in the system and a new title is sent to the owner at the address the lienholder has on file; owner must keep address current with lienholder. Lien release must be done at the county where owner resides and vehicle is registered. Matured lien (10 years from filing for motor vehicles, CRS 42-6-127): no release needed, title sent to owner. Failed lender: FDIC DRR Customer Service 888-206-4662 may assist in listed receivership cases.
Colorado's two tracks are paper and electronic. On the paper track the lienholder sends the title with proof of satisfaction and the owner takes the documents to the county office. On the electronic track the release is automatic once the lienholder notifies the state, and the new title goes to the address the lienholder has on file, which may differ from the address on the vehicle record. Forms: lien release letter on company letterhead (not required if lienholder is an individual): vehicle year/make/VIN, titled owner name, agent signature, signed under penalty of perjury in the second degree (CRS 42-6-125) or notarized, date lien released; copy acceptable; lienholder name on letter must match name on face of title. Fees: $7.20 title fee for clean title. Timeline: Not stated on the pages read.. Not carried: lienholder release timeline.
