How to Transfer a Car Title in Missouri
Missouri gives buyers 30 days to title a vehicle and pay sales tax, with a penalty of $25 on day 31 rising $25 every 30 days to a $200 maximum. The state sales tax is 4.225% plus local tax, less any trade-in, and the title fee is $8.50. One temporary permit, 30 days, covers the gap.
The Missouri transfer in one table
| Item | Missouri rule |
|---|---|
| Deadline | 30 days to title and pay sales tax |
| Late penalty | $25 on day 31, plus $25 per additional 30 days, maximum $200 |
| State sales tax | 4.225%, plus local sales tax, less trade-in allowance |
| Title fee | $8.50, plus $9 title processing fee |
| Transfer fee | $2, plus $9 registration processing (transfer); $9 for one-year or $18 for two-year registration |
| Safety inspection | Within 60 days (90 if dealer-provided within 60 days pre-purchase); exempt if under 11 years and under 150,000 miles, and for certain nonresident and trailer cases |
| Emissions inspection | Within 60 days, in St. Louis City, Jefferson, St. Charles, and St. Louis counties (unless the vehicle has a manufacturer's statement of origin) |
| Temporary permit | 30 days, one only; $5 plus $9 processing at a license office (a 60-day variant exists for qualified-dealer purchases) |
| Plates | The seller's plates cannot transfer to the purchaser on a complete ownership change; the buyer transfers their own plates or buys new ones |
The transfer, step by step
- Get the signed title or manufacturer's statement of origin. For a transfer of the buyer's existing plates, bring the signed title or MSO, Form 108, the safety inspection, the insurance card, and the emissions inspection where required, plus identification and proof of ownership or out-of-state title handling where the title is from another state (a safety inspection satisfies the identification and odometer proof).
- Mind the 30-day clock. Title and pay sales tax within 30 days of purchase. The penalty steps $25 at a time to the $200 cap — it is a title penalty, separate from the tax itself.
- Pay tax and fees at the license office. State tax at 4.225% plus local tax, less the trade-in. New plates also require the prior-year personal property tax receipt or a statement of non-assessment.
- Take the temporary permit if the transfer is not complete. One 30-day permit, $5 plus $9 processing, covers operation while the transfer completes. Only one is issued; a second gap is not covered by a second permit.
What Missouri does differently
The penalty ladder is the distinctive feature: it steps monthly rather than jumping to a single flat penalty, so a buyer 45 days late owes less than a buyer 120 days late, but the cap arrives at 240 days. The inspection exemptions are the second difference: a vehicle under 11 years old with under 150,000 miles skips the safety inspection, which covers most private-party purchases, while the emissions rule is county-scoped rather than statewide. And the plate rule cuts the other way from some states: seller plates stay with the seller on a complete ownership change, so a buyer who assumes the seller's plates stay with the car will be driving unregistered.
