Temporary Registration Permits in California

California's Temporary Operating Permit is the closest thing in this set to a true renewal extension: it lets a vehicle operate legally while registration is finished, when all registration fees are paid but plates or stickers have not been issued. The biennial smog version lasts 60 days and costs $50, and only one is allowed per vehicle in a two-year period.

Question California rule
Permit Temporary Operating Permit (TOP); one-day vehicle moving permit
Duration Biennial smog TOP: 60 days from the registration expiration date or the date the vehicle was removed from planned nonoperation (PNO); only one per vehicle in a 2-year period. One-time 30-day TOP for an incomplete application. One-time 60-day TOP (original/transfer smog failure; commercial FHVUT difficulty with July 31 expiration; salvage retention revival). One-time 90-day TOP while waiting for HQ-issued sequential/personalized plates. One-day vehicle moving permit (moving date within 60 days of issue).
Fee Biennial smog TOP: $50, nonrefundable; waivable with a BAR Letter of Eligibility for the Consumer Assistance Program (CAP). Fees for the 30-day, 60-day, 90-day TOPs and the one-day moving permit were not stated on the page opened.
Who qualifies TOP may issue when all registration fees are paid but plates/stickers have not been issued. Biennial smog TOP requires renewal fees paid, a failed smog report, and proof of insurance; NOT available if biennial smog is due and more than 60 days have passed since expiry/PNO removal (then a one-day moving permit). 30-day TOP cases: nonresident vehicle, impounded vehicle (all fees paid), CHP VIN inspection/assignment, original/transfer smog difficulty (BAR referee card or parts-on-order proof), FHVUT difficulty (expiration other than July 31), office-manager discretion. 60-day TOP: original/transfer smog failure with all fees paid (from failed inspection date; not biennial), commercial FHVUT difficulty with July 31 expiration, salvage retention revival with brake/light certificates.
How to get it Apply through DMV; the page opened does not state the channel (online/in person) for each TOP type. After a 60-day biennial smog TOP expires, the vehicle may be eligible for a one-day vehicle moving permit.

What this permit is, and what it is not

The permit menu is wider than one permit. A one-time 30-day permit covers cases like a nonresident vehicle, an impounded vehicle with all fees paid, a CHP VIN inspection, or smog difficulty with a referee card or parts-on-order proof. A one-time 60-day permit covers an original or transfer smog failure, certain commercial fuel-tax difficulty, and salvage retention revival with brake and light certificates. A one-time 90-day permit covers waiting for headquarters-issued sequential or personalized plates. A one-day vehicle moving permit covers a move dated within 60 days of issue.

The biennial smog permit has the tightest conditions: renewal fees paid, a failed smog report, and proof of insurance, and it is not available if biennial smog is due and more than 60 days have passed since expiry or removal from planned nonoperation. In that case a one-day moving permit is the fallback. The $50 biennial smog fee is nonrefundable but waivable with a Bureau of Automotive Repair Letter of Eligibility for the Consumer Assistance Program. Fees for the other permit types were not stated on the page read, and the application channel per type was not stated either.

The process, step by step

  1. Pay all registration fees first. A Temporary Operating Permit may issue when all fees are paid but plates or stickers have not been issued.
  2. Match your situation to the permit. Biennial smog failure, one-time smog difficulty, impound, VIN inspection, or waiting for plates each map to a different permit and duration.
  3. Check the 60-day smog window. If biennial smog is due and more than 60 days have passed since expiry, the biennial smog permit is unavailable; ask about the one-day moving permit.
  4. Bring the proof the case needs. A failed smog report and proof of insurance for the biennial smog permit; a referee card or parts-on-order proof for smog difficulty; brake and light certificates for salvage retention revival.
  5. After a 60-day biennial smog permit expires, the moving permit is next. The vehicle may be eligible for a one-day vehicle moving permit.
