What this permit is, and what it is not
Apply with form MV-82ITP, the In-Transit Permit and Title Application, with proof of ownership, proof of identity for applicants 16 and older, payment, and proof of insurance. Light trailers are exempt from the insurance proof requirement. Non-residents may apply. A vehicle purchased in another state must get its temporary plate or registration from that state to be transported to New York; the New York permit does not cover that trip.
For intrastate permits, title or lien fees and sales tax may also be due. Whether any permit or extension exists when a renewal cannot be completed, for example after a failed inspection or with pending documents, was not established on the pages read. This guide does not present the in-transit permit as a renewal extension. Renewal itself runs online, by mail, or in person, with the one-year expired-renewal limit described on the New York expired-renewal guide.
The process, step by step

- Complete form MV-82ITP. The In-Transit Permit and Title Application, with proof of ownership and proof of identity.
- Bring proof of insurance. Required except for light trailers.
- Pay $12.50. Title or lien fees and sales tax may also be due for intrastate permits.
- Submit to a DMV office. The permit lasts 30 days from issue.
