The New York rule in one table
| Question | New York rule |
|---|---|
| Form | MV-902, Application for Duplicate Certificate of Title |
| Fee | 20 dollars in every channel. For comparison, the original title-certificate fee is 50 dollars, or 125 dollars for a manufactured home |
| Channels | Online, by mail, or in person, all three. Mail goes to the Title Bureau, PO Box 2750, Albany, NY 12220-0750, or by express mail to 6 Empire State Plaza, Albany, NY 12228 |
| Online bars | Online filing is barred if a title was processed within the last 15 days, if the request is a duplicate requesting lien removal, an original or amended title, a deceased owner's title, or a request under a Power of Attorney. Online filing also requires that you are the owner, that a current United States address is on file, and that the vehicle is registered and titled in New York, with no other changes to title information |
| Required items, by mail | Completed MV-902, a photocopy of a New York driver license, learner permit, or non-driver identification, plus other proofs per form ID-82, and 20 dollars payment by personal check or money order payable to the Commissioner of Motor Vehicles |
| Required items, in person | Completed MV-902, physical proof of identity, and 20 dollars. A New York license, permit, or non-driver identification, current or expired no more than 2 years, serves as identity and age proof |
| Delivery | Never handed over in an office. All certificates are printed at a secure facility in Albany and mailed to the address on the title record |
| Online timing | Ordered before 8 p.m.: printed the next business day, mailed the 2nd business day. Ordered after 8 p.m. Monday to Thursday: printed in 2 business days, mailed the 3rd. Ordered Friday to Sunday: printed Monday, mailed Tuesday |
| Mail and in-person turnaround | Not stated in this guide. Total mail and in-person turnaround was not stated on the department Replace page |
| Lien removal with a duplicate | Send MV-902 plus original proof the lien is satisfied, by mail or in person. Photocopies are not accepted. Acceptable proof: Notice of Recorded Lien form MV-901 signed by the lienholder, or a lienholder letter on official letterhead signed by an authorized officer, notarized if the lienholder is a person and not a company. The department mails a duplicate that does not list the lien. Electronic lien removal alone does not auto-send a new title |
| Stolen vehicle | A duplicate issued when a vehicle is stolen is marked to show the vehicle is stolen and is valid for insurance transfer only. If the vehicle is recovered before transfer, have police cancel the stolen alarm, then send the title plus an explanatory letter to the Title Bureau for a regular title |
What makes New York different
New York is the only state in this directory where the replacement never passes across a counter. Every certificate is printed at a secure facility in Albany and mailed, whatever channel you file in. An in-person visit starts the same mailed process as a mailed application. Plan for mail time, and make sure the address on the title record is current before you file.
The online bars are the second New York difference. Online filing looks like the fastest channel, but it closes in five cases: a title processed within the last 15 days, a duplicate requesting lien removal, an original or amended title, a deceased owner's title, and any request under a Power of Attorney. If your case hits any bar, file by mail or in person instead of fighting the online form.
The process, step by step
- Check the online bars first. If any bar applies to your case, skip online filing and use mail or in person.
- Complete form MV-902. By mail, attach a photocopy of a New York driver license, learner permit, or non-driver identification, plus other proofs per form ID-82. In person, bring physical proof of identity.
- File online, by mail, or in person, and pay 20 dollars. By mail, send the application to the Title Bureau, PO Box 2750, Albany, NY 12220-0750, or by express mail to 6 Empire State Plaza, Albany, NY 12228.
- Wait for the mailed certificate. It is printed in Albany and mailed to the address on the title record. Online orders follow the print and mail table above.
- If a lien must come off at the same time, send original proof with MV-902. Photocopies are not accepted. Electronic lien removal alone does not send a new title.

Duplicate titles in the other states
Every state replaces a lost title, but the form, the fee, and the lienholder rule change at the state line. See How to Replace a Lost Car Title in Washington and How to Replace a Lost Car Title in Oregon. For all seven states side by side, see the Duplicate Title Replacement by State directory. If the owner is changing rather than the paper, you need a transfer, not a duplicate. See Car Title Transfer, Renewal, or Duplicate: Which One Do You Need to tell the three apart.
