How to Transfer a Car Title in Georgia
Georgia title transfer runs through the county tag office: $18 for the title, $20 for the plate, plus title ad valorem tax. The seller completes the assignment on the back of the title.
The Georgia transfer in one table
| Step | Georgia rule |
|---|---|
| Title transfer fee | $18 title fee and $20 license plate fee, plus Title Ad Valorem Tax and any penalties due (as stated on the Casual Sale and Out-of-State pages). |
| Deadline and late penalty | none stated |
| Application form | Bill of Sale, Form T-7 (proof of sale); Form MV-1 Title/Tag Application; Form T-22B Certification of Inspection (required in the circumstances stated on the pages opened) |
| Odometer | The title assignment must include the odometer reading at the time of the transfer (Georgia.gov Sell a Motor Vehicle page). No separate odometer form or age exemption was stated on the pages opened. |
| Lien | All recorded liens and/or security interests against the previous owner must be released in the spaces provided on the title (Casual Sale page, proof-of-ownership requirement). |
What makes Georgia different
No conflict between the official pages opened. The Georgia.gov sell page says 'Last updated June 2026' in its body while its metadata lists 2021 dates; no factual conflict arises from that. No deadline or general lien-release procedure beyond the release-on-the-title wording was stated on the pages opened.
The transfer, step by step
Buyer steps:
- Sign the assignment form on the back of the title (with the seller).
- Take the assigned original valid title to the County Tag Office.
- Complete and sign Form MV-1 Title/Tag Application.
- Provide valid Georgia driver's license or ID, proof of insurance, and emission inspection certificate if applicable.
- Pay $20 license plate fee, $18 title fee, Title Ad Valorem Tax, and any penalties due.
Seller steps:
- Gather the vehicle's Certificate of Title and proof of sale, such as Bill of Sale (Form T-7).
- Complete the form on the reverse side of the vehicle's title: purchaser's full legal name as on their license/ID, purchaser's current address, date of sale/transfer, odometer reading at transfer, seller name/signature (each joint seller prints and signs; company sales include company name, authorized agent name/signature and position), and buyer name/signature (each joint buyer prints and signs).
- Give the title to the new owner; keep a copy of the transfer of ownership including the Certificate of Title and any bill of sale.
- Keep the license plate/tags (they do not transfer); keep, transfer to a new vehicle, or surrender to DOR for cancellation.
- Cancel the vehicle's registration, then the insurance coverage.
Check the requirements before you go
Run your state through the Title Transfer Requirements Checker: pick your state and see the fee, the deadline, the forms, and the odometer rule as the official pages state them. Then compare how the other states do it in the Car Title Transfer by State directory.
Coming from another state
Titles and license plates for vehicles titled in another state or country are obtained at the County Tag Office with: completed/signed MV-1, original valid title issued in the applicant's name or properly assigned to the applicant, out-of-state/country registration certificate if applicable, completed/signed Form T-22B, Georgia liability insurance on record, emission certificate if applicable, English translation of non-English documents, copy of Georgia driver's license/ID, and payment of fees/taxes. If the title is held by a financial institution or leasing company, the County Tag Office agent contacts that institution by mail requesting submission of the out-of-state title before the Georgia title application can be processed. Additional requirements apply if the previous state/country does not issue titles (including T-22B by a Georgia law enforcement officer and current out-of-state registration; certification from the motor vehicle agency for vehicles purchased from Massachusetts, Mississippi, or Minnesota).
Renewing is not transferring
If the owner is staying the same and only the registration needs renewing, see Vehicle Registration Renewal in Georgia for deadlines, grace periods, and late fees.
