What makes Washington different

Washington quotes confuse everyone because the 'title fee' is really a stack of three charges — $15 + $6.50 + $18 — and sources variously quote one part or the whole. The other Washington quirk is the clock: 15 days, half of what most states allow, with a penalty that starts the very next day. Buy on a Friday and your real deadline is closer than it feels.

The transfer, step by step

  1. Get the signed title from the seller. The seller assigns the title to you at the sale — names spelled exactly as on your ID, odometer reading recorded, no blank fields. A title with errors or a missing signature is the number one reason transfers bounce.
  2. Complete the state application: The Vehicle Title Application. Bring the assigned title, your ID, and payment.
  3. File at a Washington vehicle licensing office — county auditor offices and private licensing subagents, under the Department of Licensing. Filing office matters in Washington — filing at the wrong level of government (state vs. county) is the most common wasted trip.
  4. Pay the fee and the tax. Fee: $39.50 for a title-only transfer: the $15 title application fee (RCW 46.17.100) plus a $6.50 filing fee and an $18 service fee. Tax: Use tax is due at transfer, charged on the vehicle's fair market value (from industry pricing guides) at your address's sales tax rate, plus a 0.3% motor vehicle sales/use tax. The DOL may accept your actual purchase price instead when it is under $7,500 or within 20% of fair market value.
  5. Mind the deadline: Within 15 days of purchase — the shortest window in this directory. The penalty is $50 on the 16th day, plus $2 per day after that, up to $125.
  6. Handle inspection if your situation triggers it. None. Washington ended its emissions check program on January 1, 2020, and there is no safety inspection for a title transfer.

Renewing is not transferring

If the owner is staying the same and only the registration needs renewing, see Vehicle Registration Renewal in Washington for annual tabs, renewal channels, and what can block renewal.

If the title itself is lost

If the title itself is lost, stolen, or destroyed, replace it before you transfer or renew. A transfer needs a title to sign over, and a renewal on a lost title stalls at the title number. See How to Replace a Lost Car Title in Washington for the form, the fee, and the lienholder rule.
